Seasonal Customers can be attracted any time as long as all the requirements are fulfilled and their required flowers are placed in the vase(s). The current season doesn't have an effect on attracting them. You can obtain the required flower to attract them from the Gachapon Machine, the Mysterious Merchant, or the Wishing Well.
Customers that have flower(s) requirements must have their flower(s) placed in the garden table vase(s) in order to count for their requirements along with promotion/promo being used. Higher-level flowers will last longer as more customers can view them and will also drop more stars.
Higher-level flowers increase the chance of customers visiting. However, the amount of each flower type doesn't matter. If a customer requires for example 
Maple Leaf, 3x Level 4 Maple Leaf 
in the vases would yield the same chance as 1x Level 4 Maple Leaf .
- Level 1 = 1.5x appearance rate
- Level 2 = 2.5x appearance rate
- Level 3 = 3.5x appearance rate
- Level 4 = 4.5x appearance rate
With this, the chance of obtaining Fall Seasonal Customer is better when putting 1x Level 4 Maple Leaf on the vase than putting 3 Level 3 Maple Leaf on 3 vases.
